When Brother Tony first visited a city jail he was shocked at the conditions of the men and women.  Yes their physical situation was terrible but Brother   Tony saw something in their faces.  It was like the Holy Spirit of God had convicted them of their sins and they were ashamed of their wrong doing and eager to repent , willing to confess publicly their sins to call upon the Lord .

When they hear the Gospel they respond quickly many openly weeping and praying seeking the Lord.
